Launching the E-Commerce Law in Palestine
A Presidential Decree-Law No. 21 of 2025 on regulating e-commerce has been issued and published in the Palestinian Official Gazette, Al-Waqa’i’ Al-Filastiniyah, on 27/10/2025. The law is set to take effect three months after its publication.
The law requires all e-commerce platforms to register in a dedicated registry for online stores operating in Palestine. Existing online stores must regularize their status within six months from the date of publication.
Penalties for violations include a fine of up to 4,000 Jordanian Dinars, imprisonment, or both, in addition to an administrative decision to close the violating online store.
The law regulates the relationship between online merchants and customers and establishes procedures for filing complaints and addressing legal violations.
The issuance of this law comes in response to increasing complaints and unregulated practices in the field of e-commerce in Palestine, representing an official step to control and organize electronic commercial activity.
It should be noted that the Palestinian Ministry of Economy is the competent authority for handling the registration of online stores, in accordance with the provisions of this law, which was issued by President Mahmoud Abbas.
